Why trust, experimentation and circular infrastructure could turn ASEAN’s diversity into its greatest competitive advantage

Southeast Asia’s growth story is often told through numbers. According to the [**ASEAN Statistical Highlights 2025**](https://www.aseanstats.org/publication/ash2025/), ASEAN had a population of 682.7 million and a nominal GDP of US$3.9 trillion in 2024. Its economy grew 4.8 per cent that year.

These are significant numbers, but they do not fully explain the region’s opportunity. What may matter more is our ability to build bridges.

For decades, Asia’s conglomerates and family businesses have provided steady hands across markets, moving capital, industry and relationships through multiple economic cycles. Yet the technology era now moves faster than traditional infrastructure planning. Artificial intelligence, automation, advanced materials, clean energy and environmental technologies can change within a few years.

That calls for a different operating model: build trust carefully, but experiment quickly.

Rather than committing immediately to large systems, Southeast Asia can become a laboratory for responsible implementation—piloting concepts, testing partnerships, measuring outcomes and scaling what works. Failing small and intelligently may be one of the best ways to eventually succeed at scale.

### Why start with waste?

This thinking shaped our work through The Thousand Ships, an initiative of Singapore-based iMERV Digital, as we looked to the Philippines as an initial landing pad for circular infrastructure.

We chose waste because it exposes the limits of technology-first thinking very quickly.

The Philippines generates about 61,000 metric tons of solid waste each day, according to the [**Department of Environment and Natural Resources’ Environmental Management Bureau**](https://nswmc.emb.gov.ph/loyzaga-reiterates-call-for-whole-of-society-approach-to-combat-plastic-pollution/), with plastic accounting for an estimated 12 to 24 per cent.

Yet the challenge is not solved by buying a machine.

Waste touches land, collection, segregation, logistics, regulation, financing, community behaviour, operating capability and the livelihoods surrounding the informal waste economy. A technically impressive system can still fail if feedstock differs from assumptions, spare parts are unavailable, operators are not trained or the economics do not fit local conditions.

Best-of-breed does not necessarily mean best-fit.

### The integrator matters as much as the technology

Southeast Asia sits among several major centres of technology, manufacturing and capital.

A single infrastructure project might involve Chinese manufacturing, Japanese engineering, American technology or investment, European environmental standards, Indian digital capabilities, Singaporean financing and local Southeast Asian operating knowledge.

The task of a system integrator is not to decide which country makes the “best” technology. It is to determine which combination produces the best local outcome.

That requires discernment. Technology should serve the system, not become the system.

Circular infrastructure therefore has to be designed around collection, processing, maintenance, financing, regulation, people and end markets. Pilots are valuable because they expose the gaps before those gaps become expensive infrastructure mistakes.

This logic extends beyond waste. Southeast Asia needs the ability to absorb technologies from different markets while retaining enough local judgement to decide what should be adapted, integrated or rejected.

### Before concrete and steel comes consensus

Singapore can play a useful role in this process, not because every Singapore model should be exported, but because the country has accumulated credibility around rules, contracts, financing and institutional reliability.

Those capabilities can help anchor experimentation elsewhere. But frameworks should enable collaboration rather than suffocate it. The region needs enough structure to protect accountability while retaining enough flexibility to learn, adapt and sometimes fail.

Infrastructure is usually imagined as concrete, steel, equipment and buildings. Increasingly, I think the first layer is invisible.

Before concrete is poured, somebody must agree on responsibility. Before equipment crosses a border, parties must agree on ownership, performance and risk. Before capital is committed, investors need to understand what happens if assumptions fail.

The memoranda, contracts, frameworks and rules we sometimes dismiss as paperwork are not separate from infrastructure. They are its first layer of concrete and steel.

### Trade needs bridges, not sides

ASEAN’s trade relationships underline why this matters. The [**ASEAN Statistical Highlights 2025**](https://www.aseanstats.org/wp-content/uploads/2025/11/ASH2025v251112.pdf) records total trade in goods of about US$3.84 trillion in 2024. Intra-ASEAN trade accounted for 21.4 per cent of the total. Intra-ASEAN was the largest export destination at 22.5 per cent, while China was the largest source of imports at 25.4 per cent.

Those numbers describe a region whose prosperity depends simultaneously on internal integration and external openness.

The United States, China, Japan, India and the European Union will continue to influence technology, capital, manufacturing and standards. Southeast Asia should not reduce this complexity to a question of choosing sides.

Our opportunity is to become exceptionally good at connecting capabilities.

ASEAN has long articulated an ambition to become the [**world’s fourth-largest economy by 2030**](https://connectivity.asean.org/strategic-area/digital-innovation/). Whether that ranking arrives precisely on schedule matters less than the institutional capability required to sustain such growth.

Growth without integration leaves opportunities fragmented. Integration without trust becomes brittle.

### A hundred-year proposition

Southeast Asia has long been a meeting place of cultures, commerce and ideas. That openness can become an economic advantage in the next century.

What if we became not simply one of the world’s largest economic regions, but its most hospitable environment for collaboration?

A place where manufacturers, engineers, investors, universities, governments, entrepreneurs and communities from different countries can sit at the same table and build systems that work locally.

That requires contracts and regulation, but it also requires something harder to measure: faith.

Faith that people with different interests can still find common ground. Faith that a conversation can become an agreement, an agreement can become a pilot, and a successful pilot can become infrastructure that improves people’s lives.

Our diversity is not a problem to engineer away. Uniformity should not be the destination. Interoperability should.

If Southeast Asia can combine openness with discernment, flexibility with governance, and technology with local realities, it can demonstrate a different model of development—one that is inclusive, circular and connected to the world.

The physical infrastructure will follow. First, we must build the bridges.

# 东南亚的下一个百年，将由桥梁而非阵营构筑

*为什么信任、试验精神与循环基础设施，可能把东盟的多样性转化为其最大的竞争优势*

东南亚的增长故事，常常通过数字来讲述。

根据《[ASEAN Statistical Highlights 2025](https://www.aseanstats.org/publication/ash2025/?utm_source=chatgpt.com)》，东盟在2024年拥有约**6.827亿人口**，名义GDP约为**3.9万亿美元**，当年经济增长率达到**4.8%**。

这些数字固然重要，但它们并不能完全解释这个区域真正的机会所在。

更重要的，或许是我们**搭建桥梁的能力**。

过去几十年来，亚洲的大型企业集团和家族企业，始终是跨市场流动的重要力量。他们在多个经济周期中推动资本、产业和商业关系不断延续。

但今天的科技时代，变化速度已经远远快于传统基础设施的规划周期。

人工智能、自动化、先进材料、清洁能源以及环境技术，可能在短短几年内发生巨大变化。

因此，我们需要一种不同的运作模式：

**谨慎建立信任，但快速展开试验。**

与其一开始便投入大型系统，东南亚更可以成为一个负责任的实践实验场——先试点概念、测试合作关系、衡量成果，再把真正有效的模式扩大。

能够以小规模、低风险的方式快速失败，也许正是最终实现大规模成功的最好途径之一。

## 为什么从废弃物开始？

这种思考，也影响了我们通过新加坡 iMerv Digital 推动 \*\*The Thousand Ships（千船计划）\*\*时的方向。

我们把菲律宾视为循环基础设施在东南亚的首个落脚点之一。

而我们选择从一个并不光鲜的话题开始：

**废弃物。**

因为废弃物问题，很快就会暴露出“技术优先”思维的局限。

根据菲律宾[环境与自然资源部环境管理局](https://nswmc.emb.gov.ph/loyzaga-reiterates-call-for-whole-of-society-approach-to-combat-plastic-pollution/?utm_source=chatgpt.com)的数据，菲律宾每天产生约**6.1万吨固体废弃物**，其中塑料约占**12%至24%**。

然而，废弃物问题并不是购买一台设备就能解决。

它牵涉土地、收集、分类、物流、监管、融资、社区行为、运营能力，也牵涉非正式废弃物产业链中许多人的生计。

一套技术参数非常漂亮的系统，依然可能失败。

原因可能是实际废弃物成分与设计假设不同，也可能是零部件供应不足、操作人员缺乏培训，或者整体经济模型根本不适合当地条件。

这让我们更加确认一个原则：

**“最佳技术”不一定等于“最适合当地的技术”。**

## 系统整合者与技术本身同样重要

东南亚正位于全球多个技术、制造和资本中心之间。

一个基础设施项目，可能同时涉及中国的制造能力、日本的工程经验、美国的技术或资本、欧洲的环境标准、印度的数字能力、新加坡的融资与治理，以及东南亚本地的运营经验。

因此，一个系统整合者真正的工作，并不是判断“哪个国家拥有最好的技术”。

真正的问题是：

**哪一种组合，能够创造最好的本地结果？**

这需要判断力。

技术应该服务于系统，而不是让技术本身变成整个系统。

循环基础设施必须同时考虑收集、处理、维护、融资、监管、人员和最终市场。

这也是为什么试点至关重要。

试点能够让问题在成为昂贵的基础设施错误之前，先暴露出来。

这样的逻辑也不仅适用于废弃物。

东南亚真正需要建立的能力，是能够吸收来自不同市场的技术，同时保留足够的本地判断力，决定什么应该采用、什么应该调整、什么应该整合，什么又应该被淘汰。

## 在混凝土与钢铁之前，先建立共识

新加坡在这一过程中，可以发挥一个有意义的角色。

这并不是因为每一种新加坡模式都应该被复制到其他国家，而是因为新加坡多年来已经在规则、合同、融资和制度可靠性方面建立了一定信誉。

这些能力，可以成为其他市场展开试验时的一种锚点。

但框架的作用，应该是促进合作，而不是压制合作。

这个区域需要足够的制度来保障责任与问责，同时也需要足够的灵活性，让参与者能够学习、调整，甚至允许部分试验失败。

我们通常把基础设施想象成混凝土、钢铁、机器和建筑。

但我越来越认为，基础设施真正的第一层，其实是看不见的。

在混凝土浇筑之前，参与方必须先确认各自承担什么责任。

在设备跨境运输之前，必须先明确所有权、性能标准以及风险由谁承担。

在资本投入之前，投资者需要知道，如果原来的假设没有成立，接下来会发生什么。

所以，那些我们有时视为“文书工作”的备忘录、合同、框架和规则，并不是基础设施之外的东西。

**它们本身就是基础设施的第一层混凝土与钢铁。**

## 贸易需要的是桥梁，而不是选边站

东盟的贸易关系，也进一步说明了为什么这一点如此重要。

根据《[ASEAN Statistical Highlights 2025](https://www.aseanstats.org/wp-content/uploads/2025/11/ASH2025v251112.pdf)》，东盟在2024年的货物贸易总额约为**3.84万亿美元**。

其中，东盟内部贸易占总额的**21.4%**。

东盟内部市场也是最大的出口目的地，占出口总额约**22.5%**；与此同时，中国则是东盟最大的进口来源地，占比约**25.4%**。

这些数字描绘出了一个非常清晰的现实：

东南亚的繁荣，既依赖区域内部整合，也依赖对外开放。

美国、中国、日本、印度以及欧盟，将继续影响全球技术、资本、制造和标准体系。

东南亚不应该把这种复杂性简化成“选哪一边”的问题。

我们真正的机会，是成为一个特别擅长**连接各种能力**的区域。

东盟长期以来一直提出，希望在2030年前成为[全球第四大经济体](https://connectivity.asean.org/strategic-area/digital-innovation/?utm_source=chatgpt.com)。

这一排名是否会严格按照时间表实现，或许并不是最重要的事情。

真正重要的是：

我们是否具备足够的制度能力，让这样的增长能够长期持续。

没有整合的增长，会让机会继续碎片化。

没有信任的整合，则会变得脆弱。

## 一个属于未来百年的命题

几个世纪以来，东南亚本来就是文化、商业和思想交汇的地方。

这种开放性，在未来一个世纪，可以成为一种真正的经济优势。

我们不妨提出一个更大的问题：

如果东南亚不仅成为全球最大的经济区域之一，同时也成为**全球最适合合作的区域**，会怎样？

一个来自不同国家的制造商、工程师、投资者、大学、政府、创业者和社区，可以坐在同一张桌子前，共同建设真正适合当地的系统。

这需要合同。

需要监管。

但它也需要一种更难量化的东西：

**信念。**

相信利益不同的人，依然可以找到共同点。

相信一次对话，可以变成一份协议。

一份协议，可以变成一个试点。

一个成功的试点，又可以成为真正改善人们生活的基础设施。

我们的多样性，不是一个需要被“消除”的问题。

我们的目标也不应该是完全一致。

**真正的目标，应该是互操作性。**

如果东南亚能够把开放与判断力结合起来，把灵活性与治理结合起来，再把技术与本地现实结合起来，那么这个区域完全有机会展示一种不同的发展模式。

一种更加包容、更加循环、也更加与世界连接的发展方式。

真正的物理基础设施，最终会跟上来。

**但首先，我们必须先把桥梁建起来。**
